Selangor awarded RM4.8 million worth of contracts through direct negotiation in 2011 which is a 98.8 percent reduction compared to the peak in 2007, when BN administered the state.
According to documents released by Selangor Menteri Besar Khalid Ibrahim today, a total of 87 contracts without open tenders were awarded in 2007, worth RM396.4 million.
He said 2007 - right before the election year - recorded the highest ever total contract value through negotiated tender being awarded by the state.
Prior to this, the second highest amount recorded was in 2005, where 31 directly negotiated contracts worth RM190.7 million were awarded and 66 contracts worth RM171.9 million in 2006.
Khalid pointed out that this amount was reduced after Pakatan Rakyat took over the state in 2008.
He revealed that in 2008, 60 directly negotiated contracts were issued worth RM60 million; in 2009, there were 64 contracts worth RM24 million; in 2010, there were 23 contracts worth RM27.1 million.
Gradual phasing out
Khalid released the figures today in response to fugitive blogger Raja Petra Kamaruddin's (left) recent article, where he claimed that Pakatan-held Selangor government had dished out more than RM250 million in contracts without open tenders.
Khalid said that while the state government cannot immediately eliminate the practice of directly negotiated contracts, it is working to gradually phase it out.
He stressed that such a practice would only be carried out under unusual circumstances.
"For example, you need direct negotiated contracts for emergencies such as floods or landslisdes. In this situation, we cannot wait for two or three months to have open tender.
"We will choose from the most qualified contractor for the project," he said at a press conference after the Selangor state assembly sitting.
